Based on the tabl of contents there are 3 chapters plus an extra for the Black Dragon, then afterwards it will be the story of the White Dragon. You can think of this as a Multiple Couples Manga.
I think that the reason the first couple wasn't the cover because it will ruin the obvious plot that Yasu is Chinagi.
