I think... the other black haired boi know that his brother, the blonde haired, had feelings for him and yet he didn't show because he is his brother he feels guilty, and the black haired guy feels the same, so he wants to stay with him. And says those words in last panel.
Both like each other and feel guilty and that's y they sad but happy that they r together doing stuffs. ╮(￣▽￣)╭
