there's not enough content to make it through one 30min episode though? It'd just be a string of short stories & clips.

But pop team epic is just a string of shorts

that doesn't mean it qualifies as an Anime. There's a difference between anime & something that's animated. an anime requires a protagonist, antagonist, & a basic storyline (which often leads to some more dramatic BS as it progresses). Something that's animated is anything that's made with animation techniques/processes. Like short animation clips or what you might see in advertising.
