They are supposed to be the messengers, not the cavalry. That’s why only the three of them (plus Sherry) went over. They probably just didn’t realize how it would look riding in on a mini dragon because it was a convenient and fast way to get there at the time.
So in any country setting up diplomatic relations, you send over messangers first. So you don't get attacked when you roll in with a cavalry. Elena may not have known, but is Chris too dumb?
