FL did confess though. She was talking of her affection towards him and stated that she was basically afraid to let herself cave into feelings of love. We readers know why through the flashbacks but she didn't specify to him that she is a reincarnated person and she shouldn't since that would be bad for her all the way through every connection she currently has and those she will have. He only stated that he found her beautiful and said what she thought was a misunderstanding. How is it a misunderstanding when she is going from what she currently knows about both him and his actual responsibilities as one of the royal family?
Alright she did confess but right after she said she doesn't want to share love because she think the prince love that b*tch. She tried to see if there was nothing between them a second time when they had tea and gave up easily because of a missundersting. And the prince want to tell her the truth and yet he said he will wait until she calm down, when he could have just say it to her that he wasn't in a relationship.
