They are all sickos... if you can go read the novel... this is just one arc of it and the comic covering the rest makes the novel no justice.
The name is Cannon fodder's records of counterattacks and there's links for it in the comments...
...the manga is leaving out some details on why the prince is a sicko and painting him as s good guy...I hope it clears that up soon as ungraphic as possible...
