Yeah, the seme is still dead inside as it seems. That's why he never said "I love you" to Mizuki because he's probably incapable of feeling "love" as of the moment due to years of depression. Maybe overtime he will feel "love" but he will show it more through his actions than say it (kinda like Miyauchi in Kashikomarimashita Destiny).
Aight so like I like this couple except I’m not entirely convinced that the seme fell in love with him but idk
