There's a similar story in a kdrama called W: Two Worlds (which is a very good kdrama tbh)
All the way down the story we think that the girl whose father is a webtoon author/artist and the protagonist of the story which happened to meet once she got transferred temporarily into the comic world, aren't going to be together stuff like he's a character, bla bla bla until he actually showed freewill in the real world. It was realized then that they are just two separate worlds connected by the comic.
And I'm almost 88% sure it's the same here. The biggest proof is that, she never created every person in the world. The universe with all its planets and stars.
I'll also end this with a recommendation to watch that kdrama it's seriously good. Not only does it concern the girl going in and out of the comic world, but the main character being told he was in a comic world, the people (characters) around him beginning to fade if their role and purpose in the story is taken by someone else, the author trying to murder his character, the comic drawing itself sometimes, then the hooded villain who is looking for a real identity and a face going between the worlds as well. Drawing tablets..etc
It's just a good kdrama. (W: Two Worlds)
