Well this story is based on Japan. There, gay marriage isn't legal and I would assume neither is same-sex parent adoption or surrogacy.
i think it was hinted that Jun's mom and dad had a short fling but she never wanted to have that kind of life so her brother stepped up and is now raising Jun and is together with the dad.
