I'm not so sure about that. Do you remember? At the beginning of the story Luffy said his crew will have 10 members. Jinbe is the 10th person. Which means that there will be no more member of the main crew. Unless Luffy meant that he will gather 10 people without counting himself.
Uhh yeah, but he actually said "atleast" 10 people so i think there is a chance she will be included. Also the strawhats are very open with new member as long as they fits.
Oda said that there would be one more member and that it would be one from the enemy side. Many first thought it would be katakuri but I don’t think they would have showed Yamato if she weren’t going to join as she’s the enemy’s daughter
