Can you help me out?

Hey lovelies, I need some help finding a fairly old yaoi. It's about this guy who's super sweet but he can't see without his glasses. One time someone knocked into him and his glasses dropped. Since he couldn't see he was squinting really hard and it looked like he was glaring, since then they nicknamed him Mad Dog or something like that.
I think he was student council Pres. or something and he wanted to be friends with this really popular guy(who was the seme). Anyways there's a school fair going on and he asked the popular guy to sing since he is part of a band. For some reason they couldn't go on even though at first they said the would, and the class pres. told the school they were going to perform. The pres. goes onstage to tell them it's cancelled and he gets stuff thrown at him. His glasses get knocked off and they think Mad Dog is going to come out but instead he actually looks really cute.
