Pedophilia is explicitly about people sexually attracted to pre-pubescent children. Pre-pubescent being the key point. At most, it would be ephebophilia. Also, people “freak” out when a student is 18 in mangas because legally adulthood is not reached until age 20 in Japan/Korea, yet they are perfectly ok with something like that in countries where 18 is age of adulthood.
