Remember hijikata and Sugimoto team are looking for Jack the ripper who kills prostitutes, hence one person on each team is dressed as a woman to lure ( the englishman imitating jack the ripper). Usami is looking for the psycho guy with markings all over his face that likes to prank people but ended up meeting the Jailer dressed as a prostitute from Hijikata's team. Im not sure who set off the fire works, but it is only suppose to set off when the killer is found.

This is my opinion but I also agree with Sugimoto that Ogata is there for confusion.. He isnt really on a team. I don't even think he wants revenge from sugimoto but rather just killing Asiripa for fun...that could be seen as revenge but I dont think he cares, he is just a war head as Hijikata and Tsurimi its just those two have more purpose...or "reason" for war.
