so anastacius is REALLY DEAD. the man with the dark hair is not him.
in other words a different being is using his corpse as a vessel. and that being is none other than aeternitas de alger obelia, the "most powerful emperor in obelian history". if you recall there was a chapter where lucas looked older and was introduced to a young kid who he called trash. that was him.
so any hopes of jeanette being with her real dad is impossible since her real dad isn't alive.
I always thought this story was a simple isekai. A person being brought to a parallel world.
