idk about how it works in japan but in the uk colleges are for 15-17 year olds and some of them do require a uniform of some type. so i'd guess shizuya is 16-17 while yuma is 22-23ish.
(btw colleges are not the same as unis here, for those confused, so it might be the same for japan?)
I'm in the UK as well. In Japan, a college is a university. Actually, that's probably because the translator was American.
So Shizuya is probably 18-19 and Yuma, like you said 22-23
