I don’t even think it’s really a good question of good or bad. Their country went to war and conquered one country but the country retaliated back and eventually came back to conquer. Just power politics.

Nvm sorry! I just read the novel and apparently the emperor before he transmigrated was not that good at being emperor and the nobility were mostly corrupt. Our mc started fixing this after the ML left. However, like fate, the northern kingdom experienced a huge drought. So while he was changing things for the better and kicked out all the corrupt people, people were still starving.
