surrogacy is really expensive and not everyone can afford it. also, at least in the context of this manga marriage is a union of two families (powers). throughout history, marriage has been a transactional and political for the most part. so yeah, idk. having a surrogate child wouldnt be considered proper or 100% legitimate by traditional japanese standards maybe?...
