Why a fake duchess was brought into the family

So I am just at the beginning and I was wondering if they will explain at some point why a fake daughter was brought into the family ?
Because if the family sees her as an indrance since the beginning, why would they bring her in the first place ?

1) The Duke saw her resembling as Yvonne because of her hair color
2) He pity her

But as Penelope grew older her hair color started to show more as red instead of pink. And yadayayada.

he just miss his daughter, and when Penelope didn't meet his expectations, he neglected her. Honestly, the Eckers are just a piece of shit, FR.
