You can't have two titles in one couple because then they'll have too much power and could over throw the royal family

Could someone pls explain this duke position whatever situation to me? My brain cannot comprehend politics to this level. Why cant avery marry albert without one of them giving up their birthrights? I thought tht as long as they were both nobles of some sort tht it would be fine to get married? And albert is a cousin of the prince so tht means hes of royal lineage so doesnt tht make him like 2nd to the prince in terms of power? Where did averys powerful family come from all of a sudden?
