No, the seme is doing his job. He isn't being nice about jacksh!t. If your opinion is unpopular it may mean that the majority of commenters are teenagers who've never experienced office politics. Also that office worker doesn't seem malicious towards the uke. If he was really setting him up it wouldn't have been this halfass and he wouldn't have admitted the truth when questioned. H e was hiding his incompetence behind a scapegoat when all he needed to do was ask for help himself.

The reaction was 100% not that bad. I've seen way worse. He could've spread rumors about him or laughed at him or lead him on or whatever, but he didn't so I just feel like he was being way too petty. Most of the revenge type of stuff in these stories are always the same way.
