Maybe it wasn't Eri. Perhaps the bullet's effects just wore off. Do you remember, Tamaki Amajiki got hit with one of the experimental bullets and couldn't use his powers for awhile; but later he got them back? Maybe Overhaul thought the new batch of bullets that was used on Mirio had been perfected when in reality they had not; they just simply negated a quirk for a longer period of time but not forever.
However if it was Eri, hopefully she'll be able to use her rewind to heal a lot of those injured heroes. She'd make a great hero working in the area of recovery to help the injured.
