The fact that a lot of you can't see that the little brother is actually wanting the older brother and friend to be together is like... how much yaoi have you actually read?
He's the character that brings them together by inciting conflict and setting the pace (and yes, okay, also has a bit of sadistic fun at the expense of others). At the end of ch3 his brother is confused and hasn't sorted out his feelings; he's stopping any premature developments which could end in disaster or misunderstanding. And you call yourself a yaoi fans.
