Can someone explain to me jian yi mother and father is connected to He tian family

I think Jian yi's dad and He tian's dad may run a crime syndicate together. At first I thought maybe He tian dad works for Jian Yi's but as time passes they both seem to be in control. So I think they're associates. ヾ(❀╹◡╹)ﾉ~
