She isn't consciously using power. Even he has wondered at the beginning why he is listening to her and following her requests. And she has had no desire to control him, only to be his friend and keep him safe. There doesn't seem to be an opportunity to "activate" her power.
Or, it might be advanced genetics and over time, the golden eyes were re-written. Though presented simplistically, brown eyes are dominant over all and blue is dominant over green. Her blue might be enough to have overwritten the genotype, just as it had in her mom. After all, the emperor was looking for a woman with golden hair and eyes. He wouldn't have let Bridy's mom out of his sight if she had golden eyes so she must have shown another signs that led him to believe she would produce a golden-eyed child.
