Maybe the incident that they met each other was a flasher tried to flash the younger dude and the cop saved him.... he saw how well he treated not only the victim but also the culprit so he fell but the cop doesn’t remember him... he thinks it was because he was the victim so he tried to act like a culprit for flashing to catch the cops attention
I don't think the younger MC has this actual kink. I think he does this to get the cop MC attention. Like he would probably get excited in any situation when the cop is the one who is in front of him. From this chapter there's a likelihood the young MC ran into the cop perviously and they maybe had an interaction which made him fall for the cop, but the cop never takes notice or doesn't remember him. And i think the only reason why the cop went along with helping him, because of a trauma that involves conflict, so he's a push over. And the only way he knew how to get the kid off the street was replying to his demands. Creepy, but I kind of understand. But hey....could be wrong!!!
