I dare to say that the bit of chemistry they have is what makes him the best choice. Politically she would need to marry someone with a high ranking. At least with him she gets to do that and be with someone she can get along with.
But it looks like after they got married he got super busy running things since his dad died, so, they never got to really develop as a couple in their early years I'd think.
I'm happy that they actually had chemistry. Not just because it was the 'best choice' but because they really could work, their relationship I mean. For now, their relationship needs some work.
