Sorry, but I think you are wrong about that. Just cuz Eunyung stayed wit him doesn't mean anything because a was just sitting there eating and talking to friends without try to like help Haejoon. Soo, for example, If you are sick, and (Pretend you know me) I just sat in your room doing nothing but just eating and talking on the phone without helping you, I kinda think that's not really Empathy because I am just doing not but sitting in your room, talking and eating snacks. Also, if I was like talking on the phone really loud, wouldn't that disturb you?
Since I read the raws I can tell you that they basically share a hate-love relationship (not romantic, idk didn’t read the tags) so while they do always annoy eachother they also care about eachother. And them bothering eachother is not new. I think Eunyung, while caring about Haejoon (if not he would’ve went to his own room, and also idk why he put his hand on Haejoon’s forehead since he didn’t check his temperature, but I guess it counts as caring? Idk) he also wants to annoy him, so he simply cared about Haejoon and was pissed off by him at the same time. And Eunyung’s life situation really wasn’t good, he was mad poor and his parents didn’t care about him, so as a result he cares about himself more but that doesn’t mean he has no empathy either, he just doesn’t know how to show it and help. Idk if that makes sense

I think your example is more of being mindful? So yeah I searched the meaning of empathy, haha, and google said that its the ability to understand and share the feelings of another. Soooo Eunyung empathizes with Haejoon's feeling of loneliness when sick, cause he for sure experienced it. And maybe (since we haven't read Eunyung's past yet) how E behaved (talking loudly and eating snacks) was how others (maybe his family or what not, but clearly E is lacking familial love) behaved when he was sick and for him the presence of someone being there is enough (if ever there was one ). So I think in some degree he empathizes with H.
AND
Let's be honest what happened there was the common trope in manga/webtoon where one of the MC stays and nurses the sick MC with the sick MC feeling lonely only to wake up and see that the other MC stayed with him/her. But in E's case its more staying and less nursing.

Yeah, he really is annoying. Most of his good intentions gets cancelled out by how annoying he is .
But he didn’t know he had to help him though. Did you even read the original comment? He didn’t know because no one has ever took care of him. Eunyung has made this quite obvious. He did have empathy because he stayed with him. That was his way of being empathetic. I bet the people in his house left him alone. You want him to have knowledge on what to do, but he doesn’t
Its sad how if you look at it the other way Eunyung doesn't know how to nurse someone because he didn't experience it.
And Jumin was definitely wrong when he said that Eunyung had no empathy. He clearly emphasized with Haejoon when he stayed with him, cause he knows and understands that when your sick its easy to feel lonely.
