Anna was a KID, it's sad to say but mistakes happen. If your little sister dared a friend to cross the road without any adult and they end up dead because of a car, is it the kids fault? It's a dumb dare, it's not like they can answer to anything, because if wasn't intentional, it's just kids being kids and ended up sadly in a tragedy. The true responsable are the adults because you don't keep dangerous items or dangerous things near children, that ladder should have been moved but it wasn't, adults fault, not the kid.
