I think the town's rules exist for a reason, i won't argue about that. I think it's very important to have priorities because it's the apocalypse and everything is scarce but I don't think THAT PUNISHMENT was appropiate for the crime the father committed. They could have punished him in another way like to go out with the Hounds to repay what he stole or to work more hours or something like that.

No i get ur point i think it was more of a "make an example" typa thing to deter other people from committing the same crime - a scare tactic. If one person does it and lives then suddenly the severity of the situation isn't as extreme if that makes sense? Because if the punishment for stealing resources is just more work then its kinda like... well 1. gotta get caught 2. i still live therefore its worth it (especially if you are deprived of life saving medicine)
As for sending him out with the hounds he would most likely weigh them down and possibly die icl
I totally understand what you say but i don't think the father was the first person receiving this type of punishment (￣∇￣") and like you say, if the father would have been sent with the hounds, i think he would have learnt that going outside its extremely difficult and dangerous and the town's people would see and learn that if he returned, he could be in an awful state because he's not made for that type of action or that he didn't returned because he died while outside. ╮(￣▽￣)╭
