I think the FL is not blood related to her brother. Or if she is then half siblings at most.
I also think FL is the sister (half or full or maybe even some cousin/other relative) of Raven's roommate and the head of the disciplinary committee.

2. FL and Raven's roommate and his brother, the head of disciplinary committee, look a lot alike. They all have the same blonde hair and green eyes.

Also another theory: FL is the descendant of both Saint Gloria and Lauderdale and both are active in her which is why shes so amazing
