Oh they absolutely don’t understand. As someone who prefers older people, when I was younger I myself didn’t understand why it would be a problem. Even with my short world experience and my social circle being limited to the high school cohort/very minimal extracurricular activities I did, I thought I was plenty mature enough and didn’t consider the ramification a romantic relationship entails. Those who are in teenage years are caught up with the butterfly feelings and the satisfaction that comes with instant gratification.
I’m sure you already know this (it’s a very well-known fact lol, my psych degree is just on a yapping tangent now) but their brains are literally not fully developed—particularly their frontal lobe where the benefits of conducting an analysis of delayed satisfaction (not specifically sexual, but in terms of everything. Aka waiting for periods of time and/or having to take a lot of steps to get the better outcome) and self/control is located. Their brain is literally, physically, different than an adults.

We really do think we're mature and smart when we're young. I thought I was pretty worldly and knew a lot when I was 14. I remember really saying 'even though I'm 14, I do know a lot of stuff!' We truly do not grasp the gravity of actions we've taken or could have taken when we're kids.
Kids are quite stubborn and definitely think they can handle Adult Things. I had to talk a student through the logistics of trying to emancipate themselves when they didn't have a job or even a *plan* as to how they were going to support themselves outside of becoming a Twitch streamer.
