So Dan is already twisted and a psycho since he was a child, he met brother's MC when they were kids, brother's MC named Yoshikazu is your typical selfless good guy. Little Dan fell in love with him, even killed a person for him (it was his ever victim). Fast forward they're in highschool now. Dan still in love with him but his love is very twisted, He is attracted to Yoshikazu's suffering face and eventually came to want to kill Yoshikazu with his own hands thus he bullied him badly in highschool
He with 2 other classmates keep bullying Yoshikazu until his dead (that's why ppl thought Yoshikazu killed himself). It's not even simple bully, they even raped YES raped Yoshikazu's sister in front of Yoshikazu. It's implied that Dan didn't raped her BUT it's all his idea. Dan was jealous with Yoshikazu's sister cause apparently they aren't real sibling, Yoshikazu and her sister are actually a lover lol just so messed up I know.
Nerima Family Murder Case is about Yoshikazu killed himself then his family but that wasn't the truth. And it's not Dan's works either, he's actually looking for the real killer too.
There are two main arc, first half is Nerima Family Murder Case (MC's family case) and the second half is about everyone who holds grudge against Dan, team up to catch him. Dan is already 42 years old on this manga, he is wanted as a serial murderer BUT because his victims are mostly bad guys (like we see on Brutal) so lots of people are supporting him, even calling him a hero. For the ending he is finally arrested in the final confrontation with the MC. At that time, he reveals his true feelings that he didn't care about justice or good deeds, his killings is purely for fulfilling his murderous urge that he got from his love for Yoshikazu. After he got jailed, mass protests are everywhere, lots of people want his sentence to get reduced, even experts on TV said something like we need Dan in our society. It's like Light/Kira situation. Even the MC kinda sympathize with him cause Dan was so deeply in love with his brother, like everything Dan did is all because his brother, like Dan is just a broken man. But in the end MC said to him you who hurts my brother are a pure evil
