No cause there are kids with intelligence and reading comprehension. This is more of a sign of the parents and the education system failing, plus the lack of people’s own responsibility to expand themselves mentally. But let’s be honest, you don’t have to be a poet or a genius to understand the story.

From the beginning it was made clear only to trust the sheep. And with the way Todd was acting he definitely was not human, which was confirmed by the end after Dennis went along and killed himself. (So the gist of the story is, Todd played Dennis just like he played all the other sheep watchers before him.)
