I hate how most man_hwa/hua/ga always have the characters have encyclopedic knowledge about every little detail.
This manhwa actually gave a proper and appropriate back story of how, why and who he is and I throughly enjoyed it.
Who is he?
A Korean known to be born in the wrong era.
Why does he know bureaucracy?
Because he studied and worked as a civil servant.
How does he know how to create such obscure and useless knowledge from the modern world?
Because, that was his passion and he had experience.
