It actually makes some sense in this manga. Their animal ears are usually 'hidden' but pop out sometimes when they get frightened, horny etc. They can also bring them out to understand the animal language of a fully shifted person. They don't have both sets of ears out all the time for no apparent reason - the cover is misleading in that regard.
