I think Waka’s wish was for Tokinaga to be attracted to her. The demon created IPOs which cause humans to feel overwhelming fear and apparently thats what gets Tokinaga’s body to react physically (which he hates). So Waka just wanted to fuck i guess
So witch Waka has been an IPO since the beginning?? But that doesn't seem like Alula? (Or is it? I kinda forgot the plot in the earlier chapters ) And it didn't seem like Tokinaga was that scared of witch Waka either
So the witch is Waka in another timeline and she can use the powers of the IPO (shes just special like that). And IPO/Gods are just a large accumulation of what i think is energy/fuel. However, unlike IPO who dont have bodies she is limited in the powers she can use like saving Shion who died on the train tracks. So, she ends up making a deal with the devil to achieve her wish ^. The story hasn’t revealed much about Alula and why they were reincarnated into Waka, but i think it has to do with making Tokinaga have a physical reaction towards Waka.
And in the original time line the Ipos were never interacted with this they didn't get all strong. Him going back into the past like he did make them evolve

It started with hopeful, magical and fantastical vibes. But over time as the story goes on, there was this growing feeling that something is wrong, and Coco seems to be gettin more burnt out. Tho she does keep getting her hope and motivation back, but that doesn't erase her tiredness, pain, and fear. Rather, it just keeps piling up. Her eyes do still sparkle for magic, but she doesn't have the same cheerfulness anymore. She started later than everyone as a witch but is the one who works hard the most...she needs a big break, everyone does, everyone needs to chill ToT
