after reading the comments, i finally understand what's happening. so yea, deku realised he has feelings for todoroki because he can see the spirit who disguised as todoroki. one can only see the spirit if it disguised as someone they're in love with. which mean, this also implies to kacchan who can see the spirit; he likes deku too

Basically deku finally realized that he likes Todoroki as more than a friend now the only reason Todoroki didn't confess is because kacchan also likes Deku which is why he can see the spirit also as other people who don't have feelings for midoriya as more than a friend don't see the spirit moral of the story deku realized his feelings for Todoroki kacchan has feelings for Deku <3
