Prisoners eat, you need someone to guard them, plus whole town is somewhat of a prison itself, cause it's unsafe outside.
Was it cruel? Yes
Would I have voted against? Yes
But let's not forget that they live in cruel times, so punishment is equally (if not more) cruel (⊙…⊙ )

So, basically there are divorce papers involved, but no sure how it ties with the story, they started coming around with each other maybe ch 13 and soo on, they won't have xx til ch 24 and past telling is around ch 26
