If you talking about ind-pak game, Pak military has a bad reputation among Pak population(new gen), Ind Pm wants to get elected again, so they both playing games to fool their own citizens(sheep) to get their favor again. Ind economy is flourishing, they know they can’t afford a war. So it looks like game to me.
