I know in a few places you aren't considered an adult until your at least 21 which is something I personally agree with. Most 18/19 YR are still going to be somewhat extremely childish and make somewhat dumb decisions.
Depends on the context-I personally don't completely mind statements like “when they turn 18” I mean I do think it's something......
