He's suspected as an accomplice because he had a mission before where he needed to kill Getou, but because Getou appeared to be alive, they've concluded that Gojou deceived them and planned the Shibuya incident with Getou. But it is more likely that the higher ups ordered this to fulfill their priority plan which is to kill Sukuna's host. They thought that Gojou betrayed them ever since he took Yuuji under his wing. The higher ups are just bunch of cowards trying to put blame on others and wanting to finish the problem the easiest way they could think of. The Shibuya incident was the perfect straw for them to accuse Gojou and proceed with their plan of killing Yuuji.
