I’m pretty sure this world has both beastmen and animals. So they would just eat the animals. Think of how the merman was in a tank full of actual fish. The other fish weren’t mermen. They were just fish.
Typically in these types of comics it's like a human mutation situation of some kind, not an anthropomorphic animal like zootopia or something, so it would make the most sense that normal animals still exist and they eat those.
