They could've gotten the vows before the ceremony, you know? It was mentioned that Gerald was involved in the crusade so maybe they got married before that, just in case, you know, the unmentionables happened to him and the kingdom lacks a legitimate heir. Since he succeeded with the mission, the kingdom could be having a festival plus public wedding.
Of course, this is just speculation. I'm sure the novel (there's a novel right?) has the exact reason why.

Here in my country for most of the religions, we can just get married with the vows, either at respective religions' houses or at the bride's home with only selected few people available. Marriage ceremony is mostly for the sake of propriety, to show to everyone that you got married, it's not something to hide.
During the co*** period, a lot of our locals got married with just the vows, because, you know, social distancing. That's why when public events are finally allowed, sometimes the ceremony can have two or three siblings married at the same time! It's because some of them are already married during the pandemic, so they just share the ceremony to save money.

This story is slowly turning into a mess. blondina naivety and her inability to realize anon has been pursuing her for years and anons possessiveness is getting to be a bit much, it was cute in the beginning bc they were younger but even tho they grew up character wise they barley changed not to mention Amon doesn’t really act like how a chief of a ancient beast tribe would act. I’ll probably still read it cause I’m curious as to how blondina will find out about her powers but I really really hope the story gets better.
i feel like penelope has had way too much trust in not only the system but also too much trust in that the story/plot lines of each boy would go as plan like the “normal mode” like i understand the original daughter is messing with things with her evil powers or whatever but you’d think since penelope had never beat hard mode she would have been waaayy more cautious in how things would go and have some sort of backups in case shit in the fan (which it has) but idk i also understand her one track mind on focusing her time and energy into eclise (or however you spell his name)
And for someone so trusting in the system how could she completely ignore the colors when the system said the coloris were more important than the numbers? She should have obsessed over getting to know what the coloris mean before anything else.
Also, I thing affection levels is a misleading name. It's more of an interest level. The prince is known to kill people so if he has no interest in you and you seem suspissious he will try to kill you. So it's based on situation ans interest. That explains why despite getting higher numbers the mage put her in danger. His interest seems to bê based on curiosity.
