Most likely your other account was restricted from questions and comment due to you saying or doing something against mangago guidelines that you agree to when you make an account that's the only thing I can think of
I agree with the other comment. The guideline rules for asking questions are at the bottom. If ya every commented something non manga/manhwa related then ya can get restricted
or if its a new account you'd have to use it for a few days to be permitted to comment

If you cant comment, its def restricted regardless of if you receive notifs or not. It does say that you shouldnt get notifs but there might be issues there. Anyway, try to contact them somehow and see if you can get it unrestricted
