i also think it's serizawa, from mob psycho 100. i haven't read the manga but it looks like a fan drew it, so maybe it's from a doujinshi or something along those lines, maybe a yaoi one? lol, if it is yaoi, you can try looking on MRM, through the tags for the series ^^
