she mightve been older considering they said she was small for her age, so they mightve been closer in age then thought. also they were all children mentally still strange since she goewed her as a child tho
She is not a child it was explained that eilie stopped growing physically ever since that incident related to isabella happened. It was also clearly seen in the flashback (can't remember wjat chapter) that eilie and ian is close in age maybe 3 or 4 years gap but eilie just remained as a child physically.
There was a flashback when ian was a child and you can see eilie as a child too but only ian was able to grow while eilie remained in a child form.

Eilie basically just regained her supposed to be original form physically so yeah she is not a child.
