They're both victims but come on, Mr. Cha is the victim's victim. He is holding in because that's what he felt he should do with all of his past, making it impossible to just let go. Hee-seo definitely should know this by now but is still taking advantage of him.
I can't imagine this ending in a positive way for them at all.
