I understand the urgency and importance of them marking just for the stability of both their hormones and live a normal life.
At the same time, they both don't have any doubts of their relationship whatsoever but they can't find the right time and setting to actually do the marking especially as seme thinks it's still too soon. There is no right answer here.
They need to TALK (and/or get their doctr's professional opinion) and consider the possibilities and arrive to a kind of decision that addresses all the underlying issues involved. Lol I sound like
