I think it might be the bride that was arranged to hayato. If you look at ther kimono at ch 7 and the one in ch 9, it is the same sakura pattern. Maybe she became a spirit due to guilt but also maybe due to having her heart broken. I guess she genuinely loved hayato and is silently waiting for him to come back to her.
it's actually the maid where in ch7 she was supposed to give the letter to Touma, but she decided not to since she didn't want to wake him up and trouble him, so she ended up being this ghost having guilt that if she had given him the letter none of this would have happened
