This doesn't have enough of romantic or sexual events to be remotely considered smut. Its a political drama with a couple of x-rated scenes sprinkled in. And it's not even scenes that are sexy at all... The plot is also very convoluted. Not sure if that's an adaptation issue. But it feels like military and politics by an author who doesn't really understand either.
